Yes, according to ebay term n condition it is illiagal to buy or sell email id or any privacy factor which are related to internet. During audit if ebay found to do like above then ebay may be barred account of user.

You need to report the auctions. There is a link on every auction page to report an item that is forbidden by eBay. Hotmail forbids the sale of email accounts.
